Responsible breeding | The Paw Privileges Initiative

What Paw Privileges expects from responsible breeders and how Canadian puppy buyers can verify welfare, health screening and lifelong support.

What is the Paw Privileges Responsible Breeding Initiative?

Paw Privileges connects Canadian dog owners with responsible breeders and educational resources. The breeder program focuses on documented breed-relevant health testing, breeding-dog welfare, appropriately raised puppies, thoughtful placements, clear contracts and support after pickup.

The Paw Rewards app is 100% free, with no premium tier. An active free app account is required to earn or redeem eligible Treats. The public guest Vacation Planner can be used without earning Treats.

What responsible breeders are expected to demonstrate

  • Health screening: relevant DNA and breed-specific assessments, including orthopedic screening where appropriate, with verifiable records.
  • Responsible contracts: a written agreement with clear expectations, lifelong breeder assistance and a return or rehoming-support commitment.
  • Welfare throughout life: appropriate care for breeding dogs, puppies and retired dogs.
  • Purposeful puppy raising: suitable enrichment, positive early experiences, adequate rest and attention to each puppy's temperament.
  • Considered placement: careful conversations with owners about lifestyle, suitability and ongoing support.

These are Paw Privileges program expectations, not a statement of universal Canadian law or a guarantee of any dog's future health or behaviour. Check the program's current application requirements before claiming approval.

How prospective owners can check a breeder

Ask for documented breed-specific screening, understand any applicable registry paperwork and read the breeder's actual support and return promises. Registration alone cannot establish day-to-day welfare. Read our Canadian breeder registries guide, health-testing guide, puppy contracts guide and breeding welfare article.

Supporting Canadian dog owners after pickup

Paw Rewards helps owners build consistent activity and training habits, with personalized training from eight-week puppy foundations through K9 Working and elite levels, suited to breed, age, activity and lifestyle. Treats and promotional Quest rewards depend on an active free account and the current eligibility rules.

Canadian partners provide products, resources and eligible offers. Big Country Raw is the program's exclusive raw-food partner, and Petsecure is its exclusive insurance partner. Partnerships do not replace independent veterinary guidance or verification of breeder practices.

Explore the network

Owners can browse the Canadian breeder directory and use the reputable breeder checklist. Breeders should consult current eligibility and application requirements; registration papers alone do not confer Paw Privileges approval.

What should responsible breeding look like in a real conversation?

Consider a family asking about a litter while both adults work away from home. A useful breeder conversation explores how the puppy will be cared for during the day, what the family expects from the breed and whether that particular litter is a good fit. The breeder should be able to discuss the dogs as individuals, including the qualities that may be difficult for an inexperienced home.

For example, an energetic puppy may need a different daily routine from the quieter companion a family imagined. That discussion is valuable even if it means the placement does not go ahead. Thoughtful matching is more than completing a transaction; it gives both sides time to recognise a mismatch before the puppy moves.

What evidence should owners ask to see?

Ask for records that identify the actual parent dogs, the relevant assessments, the dates and the results. A broad statement such as “health tested” leaves unanswered which tests were done and what they found. A puppy's routine veterinary examination answers a different question from screening the breeding dogs for conditions relevant to their breed.

Where a breeder uses OFA and CHIC records, read the reported results as well as the certificate. OFA explains that a CHIC number records completion and public release of the breed's required tests; it does not mean every result was normal. Discuss missing or unclear records before committing, and use the appropriate breed organisation or veterinary professional to understand technical results.

How can breeders make their commitments easier to assess?

Prepare a clear account of the programme, current dogs, health screening, puppy-raising routine and placement process. Keep supporting evidence organised so a family can connect a claim to a particular dog or litter. If the programme changes, update public information rather than leaving owners to work out which description is current.

A written support plan should also be practical. Explain the best contact method, the information to send with a concern and what happens if an owner needs help keeping or rehoming a dog. Families should understand the actual agreement before pickup, not discover important conditions during a stressful situation.

What happens when a question or concern arises?

Keep the facts together: the breeder and puppy involved, relevant dates, the written agreement and the records or messages that explain the concern. Give the breeder a clear description and an opportunity to respond where appropriate. Urgent animal-health needs should go to a veterinarian promptly; a programme conversation is not a substitute for care.

Owners can use the site's contact page to ask how a programme-related concern should be raised. Do not assume that a social-media allegation or an unresolved misunderstanding establishes what happened. Evidence, a fair account of both sides and the welfare of the dog should guide the next step.

The initiative is strongest when expectations remain specific enough to discuss and verify. Health records, adult-dog care, suitable placements and continuing support each answer a different part of that question. No single badge, test or photograph can stand in for all of them.
